PELTIER MODULE SHOULD USE RELAY OR PWM ?

RELAY MODULE https://www.hackster.io/abetoo/peltier-controlled-from-an-android-app-e59617 this using relay control the temperature ,when the temperature reach set temperature the relay will on and the Peltier module will down the tempertaure and the fan also on to get the ideal temperature. PWM MODULE https://forum.arduino.cc/t/controlling-a-peltier-module-using-pwm/488761 but from ARDUINO forum i get many answer to make sure that peltier are running .
